Solar in Palmdale
Palmdale's Master Schedule of Fees & Penalties, headed effective July 1, 2025 with FY 2026 columns, prints two residential photovoltaic lines. Through SolarAPP+, a system of up to 10 kW is $314.00 with inspection included, $15 per kW above 10 kW, and re-inspection at $135.75. Without SolarAPP+, the flat fee up to 10 kW is $450.00, again with $15 per kW above. Palmdale's Building & Safety page also points to a September 1, 2025 fee change advisory, so ask whether either line has moved.
SolarAPP+ covers single-family and duplex PV: the contractor submits through it and uploads the confirmation to the Accela Citizens Portal, where the permit issues in real time. Commercial and multi-family solar doesn't qualify and takes a standard Accela permit. The SolarAPP+ Foundation lists Palmdale as an Open Pilot. Southern California Edison is the utility the state's service-area layer gives Palmdale. For property tax, Rev. & Tax. Code 73 keeps a new active solar system from counting as new construction, but the section stays in effect only until January 1, 2027, so the completion date on the contract matters. Get two answers in writing: which of the two fee lines the quote used, and when the installer expects the system to be finished.
