Solar in Fresno
Fresno's SolarAPP+ route turns a single-family or duplex rooftop application into an express permit. The installer submits through SolarAPP+, uploads the confirmation to the city's Accela Citizen Access portal, and the permit issues in real time, per the Planning and Development Department's page. Commercial systems don't qualify and take the standard Accela route. Its Master Fee Schedule (fees effective July 1, 2025, adjusted for inflation each July 1) prints two columns for a residential system's first 15 kW, $165.01 and $157.72, and $10.92 for each kW past that.
Those columns carry no labels, so ask the Building Permits line at 559.621.8084 what each one pays for. The state ceiling under Government Code 66015 is $450 for a home system, rising $15 for each kilowatt beyond 15 kW, unless the city adopts written findings. Fresno falls in PG&E territory on the state's service-area layer, and the Building and Safety page sends new gas or electric service requests to PG&E's site.
Once the contractor's paperwork is in, PG&E says permission to operate typically takes 5 to 10 business days, with 30 at most, and it states a $145 application fee. The Building Permit Center page also sets a clock of the city's own: a permit goes invalid if work doesn't start within 180 days. Whoever quotes the job should say whether it files through SolarAPP+ and which of the two fee columns it priced.
What solar costs near Fresno
No installer has quoted us a Fresno job, so this page gives no city price. The California page lists the estimates with what solar installers are paid ($30.42 an hour in the BLS wage data, which is pay, not price) and the utility application fees. How we estimate costs.
Licenses and permits for solar in Fresno
In California a solar system goes on a house under a CSLB license: A, B, C-10 Electrical or C-46 Solar. Under Gov. Code 65850.5 the city or county approves a residential solar permit administratively, and under Gov. Code 66015 its fee is capped at $450 plus $15 per kW above 15 kW unless it adopts a written finding. The utility's interconnection application comes on top of the permit.
