Solar in San Diego
Information Bulletin 301 lets a San Diego rooftop system skip plan review entirely. On a single-family home, duplex or townhouse, a design that follows the bulletin's template and stays at 38.4 kW AC or under gets a self-issued permit with no fire or structural review, according to the city's rooftop solar permit page. That one permit can also take in a panel upgrade of up to 320 amps, a battery of up to 38.4 kWh and an inverter-integrated EV charger.
The solar page prints its electrical fee lines with no revision date. A system that goes through plan review pays $154.20 for the first system or inverter plan check. The first system or inverter inspection is $275.80 on either route, and a $12.16 mapping fee applies where it's charged. Any building or combination permit is billed on its own under IB 501. Government Code 66015 holds a residential PV permit fee to $450, with $15 more for each kilowatt past 15 kW, unless a city adopts written findings; that's a ceiling on what a city charges, not a San Diego price.
San Diego sits in SDG&E territory on the Energy Commission's service-area map. SDG&E's October 2024 interconnection overview promises initial review results within 15 business days of a complete request, and its 2023 page listed a $132 fee. Development Services answers at 619-446-5000, weekdays 8 a.m. to 3 p.m., if you want to confirm which route your installer's quote assumes before you sign.

No installer has quoted us a San Diego job, so this page gives no city price. The California page lists the estimates with what solar installers are paid ($30.42 an hour in the BLS wage data, which is pay, not price) and the utility application fees. How we estimate costs.
Licenses and permits for solar in San Diego
In California a solar system goes on a house under a CSLB license: A, B, C-10 Electrical or C-46 Solar. Under Gov. Code 65850.5 the city or county approves a residential solar permit administratively, and under Gov. Code 66015 its fee is capped at $450 plus $15 per kW above 15 kW unless it adopts a written finding. The utility's interconnection application comes on top of the permit.
