Solar in Long Beach
Long Beach issues its own one-step express permit online for flush-mounted rooftop PV up to 38.4 kW. You apply, pay and get the job card without a counter visit. Information Bulletin IB-023 (revised July 17, 2024) prints three totals that already include surcharges and filing fees: $386.62 for PV without storage, $447.45 for PV with storage and $264.95 for storage alone. It says those totals cover all required inspections, and other reviews or electrical work in the same job carry their own fees.
The Building and Safety Bureau's newer Electrical Permit & Plan Review Fees sheet (fee changes effective 10/01/2026) prints a different kind of line: rooftop residential photovoltaic at $227 for 0 to 10 kW and $466 for 10 to 15 kW. Neither document says how it relates to the other, so ask the Permit Center at 562.570.PMIT (7648) which one prices your job. Long Beach's solar page tells applicants to confirm their eligibility for the faster permit process with Southern California Edison, the utility the Energy Commission's map shows for the city.
SCE says a simple solar-only request with complete documents may receive permission to operate in as little as 10 business days, though review can stretch to 30 when it's busy, and the CPUC lists SCE's fee as $94. Phone requests for inspections aren't taken; booking is online only. Match the permit line on any quote to one of the city's figures.

Licenses and permits for solar in Long Beach
In California a solar system goes on a house under a CSLB license: A, B, C-10 Electrical or C-46 Solar. Under Gov. Code 65850.5 the city or county approves a residential solar permit administratively, and under Gov. Code 66015 its fee is capped at $450 plus $15 per kW above 15 kW unless it adopts a written finding. The utility's interconnection application comes on top of the permit.
