Solar in Santa Ana
Since June 1, 2026, Santa Ana won't process a residential solar permit unless the project has SolarAPP+ approval before the permit issues. That's per the city's notice of changes to the requirement. The city's FAQ (dated September 24, 2024) puts the SolarAPP+ one-time fee at $35 and says the city's own fee is the same as a regular solar permit, and the solar page describes the automated review as currently covering residential solar with a battery system.
Santa Ana prints its electrical unit prices on a worksheet, form APP-02 dated 03-11-2026, which carries no adoption date of its own. Its line for power apparatus, photovoltaic panels included, reads $4.53 for 0 to 1 HP/kW/kVA and $29.64 for over 1 to 10, each permit carries a $98.16 issuance and General Plan surcharge, and plan check is 65% of the subtotal. The worksheet doesn't total those for a solar job, so ask the Building Division at (714) 647-5800, on the first floor of the City Hall Ross Annex, what a regular solar permit comes to.
Santa Ana is mapped as Southern California Edison territory. To request an inspection online you give the permit and PIN numbers, the inspection code from the job card and the date you want. Find out whether the installer already holds SolarAPP+ approval for your address before you sign.

In California a solar system goes on a house under a CSLB license: A, B, C-10 Electrical or C-46 Solar. Under Gov. Code 65850.5 the city or county approves a residential solar permit administratively, and under Gov. Code 66015 its fee is capped at $450 plus $15 per kW above 15 kW unless it adopts a written finding. The utility's interconnection application comes on top of the permit.
