Solar in Riverside

Riverside has two fee documents, and they print different solar figures. A Building & Safety fee schedule created June 18, 2025 lists a residential solar energy system up to 15 kW at $350, equipment based, with $15 for each additional kW. The citywide Schedule of Fees and Charges as of July 1, 2026 (FY 2026/27) lists residential solar PV under 15 kW at $225 and expedited solar PV up to 38 kW at $201.

Ask the Building & Safety Division, at (951) 826-5697 on its fee handout, which figure applies on the day your permit is filed. On the city's SolarAPP+ route, a contractor needs a City Business License and a state contractor license. SolarAPP+ charges its own processing fee, currently $25; the approval documents and Unique ID then go into the city's public portal, where the city's solar permit fee is paid. Inspection requests run through the Online Public Portal or the automated line at 951-826-5361, with the SolarAPP+ plans and job card on site.

Riverside's own city utility holds the town's center on the state's territory layer, with Southern California Edison along the boundary. Net billing under the CPUC applies in the investor-owned utilities' territory, so a Riverside Public Utilities customer has to ask the utility for its own solar terms, which that tariff doesn't set. On the quote, the city permit line and the $25 SolarAPP+ fee belong on separate rows.

Licenses and permits for solar in Riverside

In California a solar system goes on a house under a CSLB license: A, B, C-10 Electrical or C-46 Solar. Under Gov. Code 65850.5 the city or county approves a residential solar permit administratively, and under Gov. Code 66015 its fee is capped at $450 plus $15 per kW above 15 kW unless it adopts a written finding. The utility's interconnection application comes on top of the permit.
