The same schedule lists permit issuance at $30.00 each, and the Census puts the city's median build year at 1988 (2020-2024 estimates).
Moreno Valley appears on the SolarAPP+ Foundation's list, with a fully adopted rating from NREL in 2024. The city hasn't posted a solar page that confirms either listing, so ask Community Development's Building and Safety Division, which issues the permits and does plan check and inspection, whether it takes SolarAPP+ filings from your installer.
