Solar in Los Angeles

A Los Angeles home on LADWP power sits outside the state's net billing rules. The city's solar programs run through LADWP, a municipal utility, and the CPUC's tariff is written for the investor-owned companies. LADWP lists Solar Rooftops, Shared Solar and SGIP or RSSE programs. The state's territory map shows Vernon Municipal Light and Southern California Edison touching the city line, and those maps are general, so the provider printed on your bill is the one whose rules you're under.

LADBS, the Department of Building and Safety, issues the building and electrical permits. Simple jobs on its Express Permit list can be permitted online in PermitLA with no plan review, per its permitting page, and anything that needs plan check goes through ePlanLA. LADBS doesn't print a solar fee line you can quote back, so run the job through its online Permit Fee Calculator or ask the counter. Before you sign, call 311, or (866) 452-2489 from inside Los Angeles County and (213) 473-3231 from outside it, and ask whether your installer's job fits the Express list.

What solar costs near Los Angeles

No installer has quoted us a Los Angeles job, so this page gives no city price. The California page lists the estimates with what solar installers are paid ($30.42 an hour in the BLS wage data, which is pay, not price) and the utility application fees. How we estimate costs.

Licenses and permits for solar in Los Angeles

In California a solar system goes on a house under a CSLB license: A, B, C-10 Electrical or C-46 Solar. Under Gov. Code 65850.5 the city or county approves a residential solar permit administratively, and under Gov. Code 66015 its fee is capped at $450 plus $15 per kW above 15 kW unless it adopts a written finding. The utility's interconnection application comes on top of the permit.
