Solar in Hayward

Hayward's Adopted Master Fee Schedule (fiscal year 2025-26) prices residential photovoltaic up to 15 kW, item 12, at $450 and $15 for each kW over 15 kW. It says administrative fees are added to flat-rate permits. Those are the same two numbers Government Code 66015 uses as its ceiling for a home PV permit fee, which a city may go past only by adopting written findings. The schedule is the 2025-26 edition, so check with Development Services' Building Division which year's figures apply when your permit is filed.

For a residential service upgrade, item 20 lists $95 each, and the same item prices a residential E.V. charger at $95. That division issues the permits and posts its Building Permit Application form online. NREL's 2024 list had Hayward testing SolarAPP+, and the Foundation's own table lists the city, so ask the Building Division whether an installer can file through it. PG&E holds Hayward on the state's map, and Census estimates for 2020-2024 put the median year its homes were built at 1972.

Don't count on SGIP money for a battery: the program's step tracker, as of 10/23/2026, shows Small Residential Storage closed for PG&E and the other utility administrators. Item 12 and the administrative fees should appear as separate lines on any quote.

What solar costs near Hayward

Licenses and permits for solar in Hayward

In California a solar system goes on a house under a CSLB license: A, B, C-10 Electrical or C-46 Solar. Under Gov. Code 65850.5 the city or county approves a residential solar permit administratively, and under Gov. Code 66015 its fee is capped at $450 plus $15 per kW above 15 kW unless it adopts a written finding. The utility's interconnection application comes on top of the permit.
