Solar in Glendale
Glendale's FY 2026-27 Citywide Fee Schedule, last amended June 23, 2026, has its own line for solar photovoltaic systems. Item 30 is a combination building permit fee that includes one trade, at a maximum of $649.00 per permit. A battery is priced on a separate line, with Energy Storage Systems at $329.00 per permit (item 197). The new schedule's fees took effect on July 1, July 23 or August 22, 2026, depending on the fee, so ask the Permit Services Center at (818) 548-3200 which date applies to item 30.
Permits are applied for in the Glendale Permits portal after you create an account, and a permit runner applies with its own company information on the owner's behalf. Once a Building and Safety permit is linked to the account, the inspection can be scheduled; to link one, call (818) 548-4836, Monday to Friday 7:00 AM to 4:30 PM. Glendale's Reach Code, Ordinance 5999 (adopted 11/15/22), requires photovoltaics on new residential and nonresidential buildings.
It's written for new construction, so it doesn't reach panels added to an existing house. On the Energy Commission's utility map, Southern California Edison appears only at Glendale's boundary, so check which utility your bill names. Item 30, and item 197 if a battery is included, should show as separate lines on the quote.

Licenses and permits for solar in Glendale
In California a solar system goes on a house under a CSLB license: A, B, C-10 Electrical or C-46 Solar. Under Gov. Code 65850.5 the city or county approves a residential solar permit administratively, and under Gov. Code 66015 its fee is capped at $450 plus $15 per kW above 15 kW unless it adopts a written finding. The utility's interconnection application comes on top of the permit.
