Solar in Fremont
Fremont's Instant Solar Permit runs through SolarAPP+, according to a July 30, 2026 copy of the city's page. It says contractors must be registered with SolarAPP+, the SolarAPP+ processing fee is $25, and the city's permit fees are paid in the Citizen Access portal. Fremont's Master Fee Schedule, in force since July 1, 2026, groups solar under Renewable Energy Systems, with the heading 'maximum set by Govt Code 66015'. It lists an Instant Solar Permit inspection at a flat $133 up to 15 kW, with $7.50 per kW past that, and a residential solar energy system at a flat $280 for 0 to 15 kW, with $15 per kW past that.
Nothing in it says whether one job ever pays both lines, so ask the Permit Center which one yours falls under. Done as an express electrical permit, a main panel replacement is also a flat $133. The Inspection Scheduling Line, 510-494-4885, takes requests around the clock; the cut-off for a next-day visit is 2:00 p.m. the business day before, and an email naming the inspector and an estimated arrival time goes out after 6:00 p.m. the evening before.
You'll find the Permit Center in the Development Services Center at 39550 Liberty St., with counter hours Monday to Thursday, 8:00 to 12:00 and 1:00 to 3:30. PG&E is the utility the state's territory layer shows for Fremont. Check that the installer is registered with SolarAPP+, and which fee line its quote uses.

In California a solar system goes on a house under a CSLB license: A, B, C-10 Electrical or C-46 Solar. Under Gov. Code 65850.5 the city or county approves a residential solar permit administratively, and under Gov.
