Escondido's Fee Guide for Development Projects, updated September 16, 2025, sets a $308 base fee per permit for home solar PV of 15 kW or less. Above 15 kW the base is $450, with $15 for every kW over 15. The guide says other applicable fees are assessed per permit as well, so ask the Building Division of Development Services for the full figure on your system. Battery Backup Storage and a residential Service Panel Upgrade each carry a $176 base fee per permit, and since Resolution 2024-72 (July 10, 2024) these common permit types no longer use valuation multipliers.
Guideline 24A, dated January 2022, is the city's own expedited-permit sheet for solar photovoltaic systems.
