Where a battery sits in the Florida permit process
Section 553.791 lets a private provider carry out a single-trade inspection or plan review, and the statute defines that to include solar energy and energy storage installations or alterations. Your local building department still issues the permit under section 553.79, with "reasonable fees adopted by the enforcing agency," as the statute pages cited here read. Ask the department whether it accepts a private provider's work for your address.
Get the battery amount from the department in writing before the battery is ordered. Berkeley Lab's national medians for 2025 installs run 3 days from application to permit for PV with storage and 6 days for PV alone.
Florida battery prices in the model
One installed home battery is $7,125 to $16,200 per home battery (about 10 to 13.5 kWh) installed, before any incentive in the model. The model scales two national ranges by Florida's solar installer wage ratio of 0.95 and leaves permit fees out, so read it as an estimate, never a quote.
It leaves out the panels, a panel upgrade and financing, and no incentive comes off it. Ask for the battery's make and model, its usable kWh and the written permit amount.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $7,125 to $16,200 per home battery (about 10 to 13.5 kWh) installed, before any incentive | Built from 2 national published ranges, adjusted by the Florida solar installer median wage ratio (0.95). Before any incentive: there is no federal credit for a system installed in 2026. Basis: no Florida company price for this job, so the national estimate stands. |
| Solar photovoltaic installer wage, Florida median | $24.30 an hour | Installer pay from O*NET's 2025 median (BLS May 2025 data); the company sets your price. |
| Tampa Electric fee when an inspection cannot be completed | $37 | Tampa Electric page; a fee for a failed inspection visit, not a battery price. |
| OUC optional battery storage rebate | optional; requires waiving the TruNet full-retail-rate credit | OUC's page prints no dollar amount, so ask OUC what it pays. |
Estimated range. Built from national published ranges (2 sources), adjusted by Florida's solar installer median wage ratio to the US (0.95, BLS May 2025), plus the city solar permit fee where the city publishes one. Not a quote. One Florida installer publishes its own current price on its own page (Palmetto, per watt), too few to build a range from; the others print blog or market averages or dated figures, which we do not count. We have no Florida company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 24, 2026.
How a battery meets the Rule 25-6.065 tiers
Duke Energy Florida told PSC staff in 2026 that it processed 881 Tier 2 and Tier 3 net-metering-eligible applications in 2025 that included a customer-owned generator and a battery, and that each one received technical review and a field inspection. That's Duke's own report. Duke Energy Florida's website doesn't post a residential interconnection fee or net metering page, so ask Duke how it reviews a home system with storage before you sign.
The tiers turn on size: Tier 1 is 10 kW or less, Tier 2 more than 10 kW to 100 kW. At Tier 2, FPL charges a $400 application fee and Tampa Electric $250, each with $1 million of liability insurance, so ask the installer which tier the finished system will fall in.
What the other utilities print
OUC offers an optional battery storage rebate, and taking it means waiving the TruNet full-retail-rate credit. OUC's page is partly ambiguous about rates from November 1, 2026, so read the battery terms there before you choose. FPL pre-approves a system before installation, and Tampa Electric requires a visible load-break manual disconnect.
Sales tax, the assessment and the federal date
Section 193.624 names storage among the parts of a renewable energy source device, beside collectors, PV modules, inverters, wiring and structural supports, and for residential property the just value of that device isn't counted in the assessed value. That covers devices installed on or after January 1, 2013.
Under section 212.08(7)(hh), solar energy systems and their components owe no sales and use tax, and the Florida Solar Energy Center certifies which equipment counts. Ask the seller to show that your battery is on that list before you count on the exemption.
A battery installed in 2026 gets no federal credit, because the IRS ends the residential clean energy credit for property placed in service after December 31, 2025.
What can't wait with a battery
- Smoke, flame, melting or a burning smell at the battery, inverter or wiring is a 911 call; get everyone out and stay away from the equipment.
- The battery shows as offline in the app.
- Stored charge has shrunk over time, and nothing is hot or smoking.
What to decide before the battery is ordered
- Check that the quote names who files the permit and whether its fee is included.
- Ask for the battery's make, model and usable kWh on paper.
- Ask your utility whether the battery changes your net metering terms.
What the county and your utility need for a battery
The building department issues the permit, and a private provider may handle the storage plan review or inspection under section 553.791. Ask your utility how a battery changes the interconnection agreement.
Ask for the company's contractor license number and look it up with your state's licensing board before you sign.
Questions people ask
Do I need a separate permit for a battery in Florida?
Ask your building department, which sets its own fees under section 553.79. Section 553.791 lets a private provider handle a single-trade storage plan review or inspection.
Does OUC give a battery rebate?
Yes, an optional one, but taking it means waiving the TruNet full-retail-rate credit. Read OUC's battery terms before you choose.
Is a home battery exempt from Florida sales tax?
Section 212.08(7)(hh) exempts solar energy systems and their components. Ask the seller to show the battery on the Florida Solar Energy Center list before you count on it.
Does a battery installed in 2026 earn a federal credit?
No, a 2026 battery falls after the IRS cutoff of December 31, 2025 for property placed in service. A contract that still subtracts it needs a second look.
