Solar in Saginaw
Saginaw's electrical permit fee table, revised March 4, 2019, has no solar line. The application says only that "Alternative energy sources require plan review," so ask the building department what a PV permit costs. The department's number is 989-759-1540, per the city's page, and the electrical permit form prints (989) 759-1421 with a fax line of (989) 759-1592. Saginaw issues and inspects its electrical permits through that department. The MPSC map shows Saginaw as Consumers Energy territory, and Consumers can confirm your own address.
Consumers' page says it "does not endorse, certify, or recommend renewable contractors," It also tells customers to steer clear of claims that solar makes a home independent of the grid. Fixed charges don't leave the bill. Get the department's current fee table in hand before you accept any installer's permit line.
